Official visit of the Prime Minister, Minister of State, Xavier Bettel, to the People's Republic of China

Prime Minister Bettel, was officially welcomed by the Prime Minister Li at the Great People's Palace in Beijing. After the military honors, the interpretation of the national anthems, the review of the troops and the presentation of the respective delegations, the Luxembourg head of government and his Chinese counterpart joined the great Hall of the People for an extended interview.

This interview was followed by a signing ceremony of several agreements between the People's Republic of China and the Grand Duchy of Luxembourg:

-       A co-production agreement in the field of audiovisual production between Luxembourg and China was signed in the presence of the two Prime Ministers

-       A memorandum of understanding in the field of social security

-       Cargolux and HNCA signed a shareholders’ agreement concerning Henan Cargo.

During this official visit, emphasis was also placed on information and communication technologies sector. Thus, a visit of the China Academy of Space Technology (CAST) as well as a meeting with its President, Wu Yansheng, was included in the program.

Xavier Bettel, accompanied by Pierre Gramegna, had several interviews with officials of Chinese banks established in Luxembourg and others that are in the process to do so. Also on the agenda was the signing of a memorandum of understanding between the Luxembourg House of Financial Technology and the National Internet Finance Association of China on Fintech.

Xavier Bettel and his delegation traveled to Zhengzhou, capital of Henan province, where they were greeted by Shu Qing, Deputy Governor of the province.

The head of the Luxembourg Government held interviews with local authorities, including Xie Fuzhan, the Communist Party Secretary of Henan, and Chen Runer, the Governor of Henan Province. Discussions focused on the relationship between Luxembourg and Henan Province and more specifically on the field of logistics and aviation and the potential intensification of collaboration in these areas.

At the same time, the Minister of Sustainable Development and Infrastructure, François Bausch, had the opportunity to meet with the vice-governor in charge of transport of Henan Province, Xu Guang.

Xavier Bettel was received by the President of the People's Republic of China and Secretary General of the Communist Party of China, Xi Jinping. During the meeting, the Prime Minister welcomed the strengthening of relations between China and Luxembourg. "45 years after the establishment of diplomatic relations between our two countries, our partnership is today very diversified, especially in the financial, logistic and cultural sectors, and has great potential for the future. I am thinking especially about the new Cargolux / HNCA airfreight company and the presence of the 6 Chinese banks in Luxembourg. Other banks are finalizing their procedures to settle in Luxembourg, "said Xavier Bettel.

During that day, Xavier Bettel also met with leaders of Chinese companies active in the field of ICT and FinTech. In this context, the Prime Minister presented the new Luxembourg House of FinTech (LHoFT) structure and its potential to host new foreign companies in Luxembourg.

Finally, Xavier Bettel was received by the Chairman of the Standing Committee of the National People's Congress of China, Zhang Dejiang.
