Respiratory infection (Covid-19) : Advice to travellers - new quarantine measures

Published Monday March 16 2020

In addition to our message from 10th March, the Embassy would like to inform about the new control and quarantine measures in place when arriving via an international flight or returning from a different province in China.

As of 16th March (midnight), travellers arriving in Beijing from abroad will be put into quarantine at a designated location (centralised quarantine) for a 14-day period at their own costs. Subject to the prior agreement by the neighbourhood committee, overseas returnees can be quarantined at home in these special cases:

  • People older than 70 years;
  • Minors (and their parents);
  • Pregnant women;
  • People with medical preconditions/diseases that cannot be put into a centralised quarantine;
  • People living alone in their residence in Beijing.

Strict rules apply in case of a home quarantine. In case of non-compliance, the person in question will be put under centralised observation in a designated location.

Upon arrival at the airport, travellers have to fill out a medical form and be subjected to temperature controls before being transferred to the China International Exhibition centre in Shunyi District.

People travelling to Beijing for a short business trip have to stay in a designated hotel and undergo a nucleic acid test. They are only allowed to leave the hotel after having received their test results confirming that they are not infected with Covid-19.

The Embassy stresses that other cities in China have adopted similar control and quarantine measures and therefore recommends Luxembourg citizens wishing to return to China to contact their neighbourhood committee or the management of their residence prior to their travel in order to identify the measures currently in place. Kindly note that measures are subject to change, depending on the epidemic’s course.

The above-mentioned measures do also apply to travellers transiting through Hong Kong, Macau and Taiwan.
