Luxembourg welcomes a delegation from Henan Province

On September 12, 2025, a delegation from Henan Province, led by H.E. Liu Ning, the newly appointed Secretary of the Provincial Committee of the Chinese Communist Party of Henan Province, and composed of members of HNCA (Henan Civil Development & Investment Co), visited Luxembourg for a working visit.

After meeting with several Luxembourg financial institutions operating in China during a working breakfast, a ceremony was held to formalize the signing of a Memorandum of Understanding (MoU) between the Zhengzhou Airport Economic Zone (ZAEZ) and several Luxembourg companies.

The delegation then met with Yuriko Backes, Minister for Mobility and Public Works. Discussions focused on relations in the fields of logistics and aviation between Luxembourg and Henan Province, and the potential to strengthen collaboration in these areas. In this context, a cooperation agreement was signed between Cargolux and HNCA. The partnership between Luxembourg and Henan Province has enabled Cargolux to expand its activities in Asia via Zhengzhou Airport. Given the growing demand, particularly linked to e-commerce, two additional weekly flights will be added in October 2025, increasing the total number of flights between Luxembourg and Zhengzhou to 21.

The delegation then visited the Ministry of the Economy for a meeting with Lex Delles, Minister of the Economy, SMEs, Energy, and Tourism. Discussions focused on the economic ties between Luxembourg and Henan Province, particularly in the fields of logistics, automotive, and tourism. A direct commercial passenger flight between Luxembourg and Zhengzhou has been operating since late 2023, serving as an important air link and facilitating trade and cultural exchanges between Henan and Luxembourg.

A visit to Cargolux was also on the agenda.

In addition, the delegation met with Claude Wiseler, President of the Chamber of Deputies.
